The game advertises as not pay to win but then they clearly have a paid subscription that offers 30% higher exp on kills. There doesn't really seem to be any clear information about the shop. I'm not sure if Steam will be separated, but it seems unlikely given there were so few people online. So there seems to be a preexisting player base here that will have a lot of advantage over any of us new players. There were 25 people online but more than 7 of them were over level 250, one being nearly level 500. So I tried the web version today in anticipation of the steam launch.
